Suggestion would be to check the IEEE 802.3ad specifications regarding
auto-negotiation.

In short (paraphrased), auto-negotiation determines the link
characteristics with its link partner during initialization.  During
auto-negotiation, each link partner advertizes which link speeds (10,
100 or 1000 Mbps) and duplex modes (full or half) it can support, and
also whether it supports flow control.
If autonegotiation is disabled, the link will not initiate or respond
to autonegotiation, so the link will not know if the link partner
supports flow control.  That is why flow control is disabled.
