Even in theory i read that work of loader is to load the OS thats all.
So loader is part of program which loads the kernel itself so this
also gives feeling that you can not debug loader.
if your platform is x86, you might try using Bochs emulator.
it has a simulated bios, and processor, on which you could run your loader.
