Hi 
Even i m a newbie still i am trying to answer. I think that you can
not debug boot loader using KDB because KDB is part of kernel sources
and source code for boot loader (lilo, grub) should be independent of
it. So if KDB implemented in the kernel so how can you use that to
debug your loader ?

Even in theory i read that work of loader is to load the OS thats all.
So loader is part of program which loads the kernel itself so this
also gives feeling that you can not debug loader.

Correct me if i am wrong and sorry if i have misinterpreted the things.
