No, it will not be under a GPL license, as the GPL doesn't work so well for published works. It will be under a creative commons license (can't remember the exact one at the moment, sorry.) And no, I don't know exactly when it will be available online, give them a bit of time to get it set up properly. As for if the book is out yet, I know of a few people that have a copy, but I don't yet (and I'm one of the authors.)
