Yes, mine is called docbook-utils, since I'm using debian woody.

It turns out that my vague memory of "flakey software" was based on
problems with debian's packaging of tetex.

Anyway, for interested parties, doing this made "make psdocs" work on
my debian woody system:

  apt-get install docbook-utils docbook-xsl-stylesheets
