How do I make DocBook?

Hi,
	I wanted to know somehting about proc fs and ran a grep -r proc_fs 
in kernel documentation directory. It found something in DocBook directory 
which had a Makefile. But when I ran make, I got the message 

Makefile:182: /Rules.make: No such file or directory
make: *** No rule to make target `/Rules.make'.  Stop.

Can someone tell me what exactly I am supposed to do?.

(For any one who is interested in knowing my doubt about procfs, I just 
want to create an entry in /proc. The method given in LDD (Rubini) 1st Ed. 
did not work for me. (kernel 2.4.7))
