NET_PROTO_CONF_ALL and NET_PROTO_CONF_DEFAULT

How were NET_PROTO_CONF_ALL and NET_PROTO_CONF_DEFAULT intended to be used?
I tried out the /proc/sys/net/ipv4/conf/default and
/proc/sys/net/ipv4/conf/all. Both directory entires are writeable. How do
they differ?
