nft 'ruleset'?

I'm not sure what a 'ruleset' is.  It doesn't seem to be defined clearly 
anywhere.

Near the bottom of

https://wiki.nftables.org/wiki-nftables/index.php/Quick_reference-nftables_in_10_minutes#List_ruleset

It shows how you can list, flush and load a ruleset.  So I'm guessing 
the ruleset is _the entire set of rules in all tables_ ?
