Hmm, I saw this article a few weeks ago, but confusingly, it says
"observed in 1997"(!), then it backpedals to say it was observed in
NT4.0 (still in 1997, presumably) and was supposedly an NT stack problem
not a browser issue.

Well just for kicks, I tried XP and current MSIE to new URLs, via a
linux router and see nothing but the correct initial SYN packet. Is
anyone still running 1997s version of NT 4.0? seems unlikely, or a
vanishingly small number of people?
