No it depends on relative brightness of objects. In dark areas pupils are opened wider, than in light areas, - so more light is falling on the facets. And energy is enough to make bloom effect. Human vision adapts to average lighting of the scene - so all time roughly the same amount of energy falling on facets. And the lightest objects in the scene are exceeding this middle level and forcing bloom effect. And even candle can make it in dark room.
So the information about relative lightness of objects is present in HDR and LDR images and there is ability to simulate bloom effect on [ 0, 1 ] color space.

If MPlayer will be able to do some special effects it will be more valuable, but of course it depends on authors what to include in it. What is it - After Effects?
