It will be your carrier. The reason operators do this is so they don't loose revenue from services like SMS and voice calls. Sometimes also due to stupidity like "anti-terrorism" laws. NB: This is not a defence of this practice. You have a number of options: 1. Complain and ask them if they block gtalk. They may or may not unblock it. 2.
