Nokia likely balanced the possible benefits against the costs of implementation and possible pitfalls (How do you explain to users why removing removable media now makes their system unbootable? Or how the card they used to mount on their Windows computer over USB no longer mounts? Or a variety of other issues. . . .) and came to the conclusion that it wasn't worth the time and effort (and suffering for their support staff) for their average user's use-case.
