What if we put the flags in the per-patch dir?

  /sys/kernel/livepatch/<patch>/signal
  /sys/kernel/livepatch/<patch>/force

That seems pretty unambiguous.  The "force" is specific to the patch, it
clearly means we are forcing the patch.
