My logic was that the BEI flag is only used under xHCI, and if you don't
have that commit, you don't get the ports under xHCI with Panther Point.

Hmm, but you're right that the BIOS could leave the ports under xHCI.
However, we didn't start using the BEI flag until commit
ad106f292369d753d5c75751cb9e760726e3cd00 "xHCI 1.0: Block Interrupts for
Isoch transfer", which was also added in 3.0.
