USB enumeration issue with wireless modem

I am seeing an error enumerating a USB device when discovering a Sierra Wireless MC5728 wireless modem.  I get a "unable to enumerate USB device on port 1" message on the first attempt at discovery.  However, there is always an immediate second attempt that succeeds.  The modem appears to function correctly.

I am using 2.6.33.1 with an ISP1520 hub on our embedded product.  If I use the same modem on a different product that connects directly to the USB controller in a Freescale 8314 processor, I sometimes get the same behavior though much less frequently.  I do not get the errors at all if I use an older MC5727 modem.  

When the failure occurs, the hub_port_wait_reset function is returning ENOTCONN after checking (portchange & USB_PORT_STAT_C_CONNECTION).

Is there anything to be done other than to try and nice-down the message or contact the manufacturer?  I have usbmon traces for both modems if they would be helpful.
