Just looked in the mirror and noticed "stupid!" on my forehead...

Do I filter RAs by default?  Yes.  Turns out the modem responds just
fine to RS:

Which again seems to be the raw IP mode showing up.  I send full
ethernet headers and receive raw IPv6 packets with no L2 header:

Have to research further whether this can be turned off or if we need
raw IP mode after all for IPv6 support.

And I still haven't found out how to do a dual stack connection.  The
second QMI_WDS_START_NETWORK_INTERFACE fails with QMI_ERR_POLICY_MISMATCH
