[PATCH] powerpc/usb: fix bug of kernel hang when initializing usb

If USB UTMI PHY is not enable, writing to portsc register will lead to
kernel hang during boot up.

Tested on P5020DS, the issue was reported by Benjamin Herrenschmidt.
