Also which cases are of interest to you? Is it just the following two
cases with the standard NCM driver before my patches:
* Connect device, wait 10 seconds, bring up interface, observe no
NetworkConnection notification occurs
* Connect device, bring up interface as soon as possible, observe that a
NetworkConnection notification occurs
