I don't know, go ask the Windows developers :)

Seriously, what kernel version are you testing?  Have you tried the
2.6.34 release?  This type of USB scheduling is known to be problematic
on Linux, and has gotten a lot better over the past few releases.
Patches to resolve any remaning issues are gladly accepted.
