But in windows XP , 
It is OK, webcam and mouse can work normally both.
Why??

That is true, sometimes there just isn't enough bandwidth to do this.

Possibly yes.  It's just not possible if you do the math involved.

Use multiple root hubs, plugging each device into their own.
