for delaying hwa-hc until hwa-rc is ready?
And the other problems I do not understand...

Here is some debug output.
[ 4086.784579] uwb_rc uwb0: SET-DRP-IE failed: time out (wa) or invalid
ie data (whci) (7)
comes from wusb-cbaf start
and also from playing with /sys/.../beacon
I also played with /sys/.../scan
