There is a pair of patches which might help (you have to apply both of 
them, in the correct order):

http://www.kernel.org/pub/linux/kernel/people/gregkh/gregkh-2.6/gregkh-04-usb/usb-storage-set-capacity_heuristics-flag-for-bad-vendors.patch

These patches were based on a development kernel, not on 2.6.28, so 
they might not apply cleanly.  In any case they probably will be 
present in one of the early 2.6.28.stable releases.
