USB3 drive not detected at boot, but recognized when reconnected

Hello,

I have the following behavior:

When booting, USB3 disk FREECOM is not recognized. PCI USB3 card
correctly recognized: 02:00.0 USB controller: Renesas Technology Corp.
uPD720202 USB 3.0 Host Controller (rev 02)
When disconnected and reconnected, USB3 disk is correctly recognized.
This is observed with kernel 3.13.x and 3.14.x. With kernel 3.12.x,
disk was correctly recognized at boot
