Speakup not in Ubuntu 21.04/Hirsute

It looks to me as if speakup did not get compiled into the kernel package for Ubuntu 21.04/Hirsute. I upgraded to 20.04 and the 5.11.0-18 kernel and now I can't even load the speakup module. There's no file speakup.ko on the system and grepping the kernel config file for "SPEAKUP" yields nothing.

I'd like to file a bug report with Canonical but I can't figure out how to create a Launchpad account. I went to the Ubuntu wiki and found a page on reporting bugs. But when I click on the link to create a Launchpad account, I get nothing. Very frustrating, thwarted at every turn.
