a program to facilitate setting a clock in sync with linux?

According to John G. Heim:
# watch -tn1 date +'%S'

This works for the most part, but I found that it skipped a second while
running. The manpage for watch indicates that it can take 0.1 second
intervals, which was more accurate according to my testing.

watch -tn0.1 date +'%S'

worked a bit better here, and didn't chatter like I thought it would.
