Did you try the standard XP telnet client? Have you tried Cygwin? I've used Cygwin several times without a problem, but I haven't specifically tested telnet. If you're using a graphical client, NVDA probably won't work as well, but Cygwin comes with a standard telnet client which should work fine. At least bash and ssh do.
