Yes speakup does support software synths through speechd-up and speech-dispatcher (www.freebsoft.org). I don't use fedora, but I would imagine that there are RPMs for it for these packages. Some of the limitations though of using speakup with software synths are: Speech output will not be from the moment the computer starts (as it can be with a hardware synth and speakup. It needs a working sound system, so some installer CDs which don't configure audio for the setup process will not be accessible. There are some distros who have a live CD as the installer CD and start the sound system (GRML and ubuntu come to mind, although ubuntu now only includes orca and not speakup). Those limitations aren't always such a problem as they sound. A properly working system should always boot fine, so not having speech in the boot process isn't necessary for that (unless you plan to use something unstable or want to do development of something which happens early on in the boot process). The installer issue can be got around if the distro allows remote terminals during the install (I think fedora allows installation using telnet).
