speakup-2.0 installation errors

Two things to check, one you need to make a symlink from
/usr/src/linux to the directory where you have your linux tree
unpacked and two you need to be using a version of the linux kernel
source which is compatible with the speakup-2.0 tar ball.  Don't ask
me what version that might be because I don't remember but the docs
which came with the tar ball should tell you both things.
