Most distributions these days either use udev or hotplug. If the kernel is 2.6.15 or newer, there is a good chance that it is exclusively udev. As for preventing modules from loading, it depends on how your system has module-init-tools set up. On debian/ubuntu, there is a series of blacklist files in /etc/modprobe.d that you wmight want to look at. Just add the modules to any of those files, and they won't be loaded when the system boots.
