Note that Raman has been talking about REUSE_PORT_ all along the way.

Hm, why?  To me it sounds like the SCTP socket API should be enhanced,
not the protocol.

I guess probably because nobody has implemented it.  As far as I see
by grepping through ipv4's and ipv6's source code, it might not be a
grave effort.
