However, in fact, the current pci-master state is disabled, it is
shutdown by executing the syscore_shutdown() in kernel_kexec(), and the
call stack is as follows:

=> __pci_set_master

Therefore, qemu determines the pci-master status and disable
virtio-pci when tthe state of the pci-master is disabled.
