Machine B is using gcc-4.x from either Debian or Ubuntu and
has miscompiled the kernel with the -Os option.

Unlike how you suspected, forcedeth is not what makes
Machine B unique, that's why it's important to report all
relevant information when making a bug reports like this
such as kernel config and compiler used.

Imagine how difficult this bug would be to figure out if
I didn't happen to know that a gcc-4.x miscompile leads to
the iproute2 behavior you are seeing?
