I just found a problem with this.
   
   This patch makes sure that the SPD is ordered by priority.  I did it because
   I couldn't find any other way of establishing order which is violates a
   MUST clause in RFC 2401.

   BTW, for the sake of completeness, there probably should be a way to
   specify the priority when deleting a policy via netlink.
   
These semantics don't work, you'll need to redo this
patch.

If the selector matches, all this priority buisness doesn't matter.
You can't have multiple policies in the list with identical selector.

Please redo your patch, checking priorities after the selector
comparison.
