Sorry but I don't see what's wrong with having multiple policies with
the same selector provided that the priorities are different.  The flow
cache is OK since it is invalidated every time a policy insert occurs.

The only issue is with deleting the right policy when you have such a
case.  If that's what you're concerned about, I can change the netlink
delete policy operation to look at the priority as well.
