Did you try to login as user root ? Because in most cases, the root connection via telnet is not allowed. You should open this with YAST, bud I DO NOT RECOMMAND to do this. For incoming people, you may use rsh, as Restricted Shell, but as we are told, the shel is really restricted... May be this is what you're looking for ?
