First of all, you shouldn't use telnet. Use ssh. It's much
more secure.

Well, do you start telnetd directly, or via tcpd? If you start up
via tcpd, you'll need to allow/disallow specific hosts/network
from using this service. "man hosts_access"

There's no need for a telnet howto because telnet is obsolete.
Use ssh.
