Hello Mark,

It might be a good idea to take a look a /var/log/messages at the server
side like this:

tail -f /var/log/messages

What does it print when trying to telnet from the client?

Maybe you have not installed tcpd wrapper or similar.

The log file should help you find out where it gets stuck.
