you have to recompile. But I am not sure what will this help you for your ISP
problem. You will have more trouble setting that up than recompiling the
Kernel :)  well, you can have an application proxy run on your gateway and
synchronize it with both providers proxies. If they all use e.g. squid this is
a nice solution since it will do load blancing and redundancy for outgoing web
access.
