ntpd: recvfrom() fd=6: Connection refused

Hi there,

I frequently see the above error message in syslog. This is on a freshly-
installed Debian 2.2 system that is running a kernel packet-filter 
("firewall") for itself.

Does anyone know what might be causing this? Could the packet filtering rules 
possible be too tight? (I'm explicitly allowing UDP packets to the NTP port 
that originate from the timeservers.)

I'm not seeing the error messages on other Debian servers I'm running, and 
they all have their packet filters as tight (I think) as the one in question.
