HELP: Ip_allways_defrag is going crazy !!!!

Please help,

		I'm tearing my hair in desperation.
I have a linux router with 4 interfaces that has some ip masquerading
stuff to do and also some normal packet routing and some tunnels
(ip_gre)
The problem is that right after start the value in
/proc/sys/net/ipv4/ip_always_defrag start to float, like the contents is
aleator garbage no matter what kernel I tried.
(from 2.2.14 to 2.2.17pre10 ).
	cat /proc/sys/net/ipv4/ip_always_defrag gives me everything fom -6200
to 12000 :(

	Also I belive that cause the clients on the end of the tunnels not to
teceive correctly some pages like www.hp.com and I belive that also
interfere with the maqueraded clients.
	If you can please help, if is needed I'll post more info
(btw the distro is a Mandrake 7)
