ANNOUNCE: module-init-tools 3.11.1 release

Greetings,

Here is the latest module-init-tools release. This is a minor "stable"
update to v3.11, with the addition of the tarballs being built properly
henceforth, so we shouldn't see problems with missing doc files again.

Thanks to everyone for sending patches, git trees, and especially to
Alan Jenkins, and Andreas Robinson. I will look at Alan's tree and
especially the latest version of Andreas' softdep patches (any update
there, Andreas?). I expect a v3.12-rc1 over the weekend. Also, there is
a filesystem full bug, a couple of other feature proposals, and an
upstream comment I have to get back to this weekend.

* A bunch of bugfixes (segfaults, etc.)
