i think that my channels.conf contains valid data. here is the entry for BBC One

BBC ONE:641833330:INVERSION_AUTO:BANDWIDTH_8_MHZ:FEC_3_4:FEC_3_4:QAM_16:TRANSMISSION_MODE_2K:GUARD_INTERVAL_1_32:HIERARCHY_NONE:600:601:4173

when i tzap i get this

it is using the correct frequency and pids. i have checked the box
when it is in stb mode and the information (fec etc) within
channels.conf is correct. also since the box has a scart connection i
can see that it does actually change to the correct channel.

from this i assume that the tuning is correct (can actually see a
clear picture and has a lock) but for some reason it is not sending
any data to the pc.

any other ideas?

Scan can have a lot of false positives.  It doesn't weed out the frequencies
that have locks but don't have video, the video is encrypted, etc.
