You can't change this irq, because it is hardwired between the specific PCI slot and the chipset. ACPI controls the mapping between LINKA..H and the IOAPIC.
Ok. I have used oyther machines (not with Linux) where IRQ allocation for PCI slots (which IRQ for which slot or LINK) was changeable in the BIOS.
