I have news concerning this problem : With budget-ci cards, if a CAM module is inserted, it is mandatory to create a transport connection with the CI for receiving data after tuning is ok. It was not necessary with older 2.4 drivers. That's why dvbscan failed receiving data whereas it is ok with VLC. Every software that does not communicate with CAM will not be able to receive data with this card (even not scrambled channel) if a CAM is inserted.
