Don't know if this helps, but:
I have have an AMD64 machine with the DVB drivers running without
problems. I am using ubuntu (based on 2.6.11 kernel):
root@host55:~ # cat /etc/issue
Ubuntu 5.04 "Hoary Hedgehog" \n \l
root@host55:~ # uname -a
Linux host55 2.6.11.7 #2 Tue Apr 12 14:04:01 CEST 2005 x86_64 GNU/Linux

dvbtune works ok:
root@host55:~ # /usr/local/bin/dvbtune -D 2 -f 11919000 -s 27500 -p V -m
Using DVB card "ST STV0299 DVB-S", freq=11919000
tuning DVB-S to Freq: 1319000, Pol:V Srate=27500000, 22kHz tone=off,
LNB: 2
DISEQC SETTING SUCCEDED
Getting frontend status
Event:  Frequency: 11918955
        SymbolRate: 27500000
        FEC_inner:  2

Bit error rate: 32
Signal strength: 42868
SNR: 50499
UNC: 0
FE_STATUS:
Signal=42885, Verror=0, SNR=50496dB, BlockErrors=0, (S|L|C|V|SY)
Signal=43028, Verror=0, SNR=50544dB, BlockErrors=0, (S|L|C|V|SY)

but it is a 64bit application:
root@host55:~ # file /usr/local/bin/dvbtune
/usr/local/bin/dvbtune: ELF 64-bit LSB executable, AMD x86-64, version 1
(SYSV), for GNU/Linux 2.6.0, dynamically linked (uses shared libs), not
stripped

Maybe the problem is with 32bit applications?
