[linux-dvb] ATSC channel scanning included in dvb-apps

In the USA ATSC is actually shifted up 28.615 Khz to 
minimize interference between NTSC and ATSC signals. I 
added the offset to each entry in the NTSC table to make 
the ATSC table. When I give the new frequency to the driver 
I use it makes no difference in the code it sends to the 
tuner since the step size is 62.5 Khz.

Attached is an ATSC tuning table for the USA.
