I was thinking this should have been based on notifier_delay of
struct dvb_frontend_info, but apparently this has been deprecated:

        __u32      notifier_delay;              /* DEPRECATED */

Since min_delay varies from 50 - 1500 ms...
Can min_delay of dvb_frontend_tune_settings be passed to userspace through this
field, so that userspace has some idea of how long a tune can take?
