No, it makes sense that the vendor provides drivers for the tuner which
implement a standard API for every application. That is what linux-dvb 
does for example.

The same mix of interconnections happens with DVB cards like the ones
that use the Bt878. Also all those analog cards are supported by V4L.
The drivers know how each cards works and implement the standard API.
Of course this can be done on Windows too.
