Atheros a/b/g/n/Bluetooth 4.0 combination chip (AR5BMD22)

The onboard bluetooth device is detected and shows in hciconfig and hcitool
although it shows as a Foxconn device. When scanning for a device it completes
without any error from what I can tell but no device ever shows up. I have
tried with both a Galaxy Nexus phone and a Acer bluetooth mouse and neither
show up and my phone can not see my laptop even though it is in discoverable
mode. 

The output of lsusb showing the bluetooth adapter and the output of lspci
showing the network adapter are attached. I am unsure exactly how to determine
the model of the wireless chipset but according to the sticker on the bottom of
the laptop the model number is AR5BMD22. 

Quick steps to reproduce:
1. hciconfig to verify a bluetooth device is present
2. hcitool -i hci0 scan
3. Scanning returns without displaying devices

Expected results:
1. Devices should be detected

Actual results:
1. No results are returned
