you can't. you are using consumer audio hardware that only runs at
48kHz. it "works on windows" because the windows driver lies about it,
and does resampling.

Well he claims to have an Audiophile 2496.
Assuming that's true and that he's hearing the sound come out of that card and not any built-in, the only thing I can think about is if something is holding the card in the wrong state.

J, from the command line run 'sudo aptitude install alsa-tools-gui' to install the control panel for the 2496, and then start it by running 'envy24control'. Go to the Hardware Settings tab and make sure that Locked isn't checked and that Reset is, in the Rate State setting.
You also might want to set Master Clock to 44100 in that tab.
